Place a link here
/usr/share/texmf/tex/latex/
e.g.:
cd /usr/share/texmf/tex/latex/ lsudo ln -s ~/Downloads/template/dtulatex .
And then run the database hash utility
sudo texhash
Then it should be in the path for use by e.g. Kile
